A multilateral agreement means an agreement concluded between national insurance bureau of the EEA Member States and other associated states according to which each national insurance bureau guarantees for damages incurred on its territory by using a vehicle usually located on a territory of the other state, a signatory of the agreement, regardless of the fact that the vehicle is insured or not;
