THIS CHANGE IN CONTROL SEVERANCE AGREEMENT (“Agreement”) is entered into by and between SKAGIT STATE BANCORP, INC., a Washington corporation (“Bancorp”), its wholly owned subsidiary SKAGIT STATE BANK, a Washington state-chartered bank (the “Bank”), and RICHARD C.
