The Bolivarian Republic of Venezuela (the “Republic”) proposes, subject to the terms and conditions stated herein, to sell to you (the “Underwriters”) an aggregate of #eu#1,000,000,000 principal amount of the 7.00% Global Bonds due 2015 of the Republic (the “Securities”). Capitalized terms used but not defined herein shall have the meanings ascribed to them in the Prospectus Supplement (as defined in Section 1(a)).
