This EIGHTH AMENDMENT TO THE LIMITED PARTNERSHIP AGREEMENT OF CONSOLIDATED CAPITAL INSTITUTIONAL PROPERTIES, LP, dated as of December 31, 2009 (this “Amendment”), is made by ConCap Equities, Inc., a Delaware corporation (the “General Partner”).
