− Considering that the Treaty of Amsterdam, signed on 2 October 1997, asks the Council within five years of its entry into force to enable Europol to facilitate and support the preparation of specific investigative actions by the competent authorities of the Member States, including operational actions of joint teams composing representatives of Europol in a support capacity;
