This Agreement shall be for the purpose of WSTF providing training which is not available in the commercial marketplace. NASA White Sands Test Facility (WSTF) has the unique capability in developing and testing spacecraft systems. This allows for the experience and evaluation that is used to develop the training. Both VO and WSTF have confirmed the WSTF-specific course described below is not reasonably available in the commercial marketplace.
