WHEREAS Quebec is the only francophone State in North America and given this position wishes to exercise collaborative leadership with regard to the Francophonie and Nova Scotia has had a significant Acadian and francophone community since the 17th century and has committed to contribute to the preservation and growth of the Acadian and francophone community and to provide for the delivery of French-language services by designated departments, offices, and agencies of Government with the passing of the French-language Services Act and its Regulations;
