The parties agree that an orderly and expeditious resolution of grievances is desirable. An employee shall have the right to grieve a discharge beginning at Step 3 of this procedure and progressingthrough the arbitration step. Grievance of a disciplinary suspensionmay progress through Step 3 of this procedure, and may not progress to arbitration. Oral and written disciplinary reprimands are not subject to the grievance procedure.
