This NAVY HILL DEVELOPMENT AGREEMENT (this “Agreement” or this “Development Agreement”) is entered into as of the day of , 2019, by and between the City of Richmond, Virginia, a municipal corporation (the “City”) and political subdivision of the Commonwealth of Virginia, and The NH District Corporation, a Virginia corporation (the “Developer”), collectively referred to in this Agreement as the “Parties” or individually, a “Party”.
