This Request for Proposals (“RFP”) is being provided to your team by the Authority and the City of Pittsburgh to solicit a final, binding proposal (the “Proposal”) to enter into a Concession and Lease Agreement (the “CLA”) for selected parking facilities and a Concession and Services Agreement for on-street metered parking system (the “CSA”) owned by the Public Parking Authority of Pittsburgh (the “PPAP” or “Authority”) and City of Pittsburgh (the “City”). The City and Authority (collectively, the “City Parties”) have engaged Morgan Stanley & Co. Incorporated (“Morgan Stanley” or the “Advisor”) as sell-side advisor in conjunction with the proposed concession transaction (the “Concession”).
