The Renville County Board recognizes the right of its employees to organize and designate a representative of their own choosing, free from restraint, interference or coercion; and, in recognition of such right, the Renville County Board, hereinafter called the “Board”, recognizes Local Union No. 1686, Minnesota Council 65, of the American Federation of State, County and Municipal Employees, AFL-CIO, hereinafter called the “Union,” as the exclusive representative for the purpose of establishing salaries, wages, hours and other conditions of employment for all of its employees in the Public Works Department.
