The Florence Agreement is designed to abolish customs and remove the trade barriers which impede exchanges not only of visual and auditory materials but also of several other kinds of items. I t provides, under certain conditions, for duty-free admission of a wide range of items grouped under five headings: (a) books, publications and documents; (b) works of art and collectors’ prices of an educational, scientific or cultural character; (c) visual and auditory materials of the same character when consigned to approved institutions; (d) scientific instruments and apparatus, also when consigned to such institutions; (e) articles for the blind. It also provides for the granting of foreign exchange and licences for the importation of certain items as well as the simplification of administrative formalities and expedi - tions/customs clearance. Internal taxes applied to imported items must not exceed those applied to like national products.
