On August 21, 2020, (“Complainant”), who works as a Community Director at the subject property, filed a complaint with the United States Department of Housing and Urban Development (“HUD” or “the Department”) alleging that property owner Cascade Village Apartments II, LP, management company FPI Management, Inc., and Portfolio Manager Stephanie Browning (collectively, “Respondents/Recipients”) violated Section 818 of the Fair Housing Act, Title VIII of the Civil Rights Act of 1968 as amended (42 U.S.C. 3601 et seq.) (“the Act”) by retaliating against her because she advocated for Respondents/Recipients to provide language services to limited English proficient residents. The complaint also alleged noncompliance with Title VI of the Civil Rights Act of 1964 (“Title VI”). This Conciliation/Voluntary Compliance Agreement resolves the complaint under the Act and Title VI.
