This FIRST AMENDMENT TO LICENSE AGREEMENT (this “First Amendment”) is by and between the SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION, an agency of the State of South Carolina (“SCDOT”), and CONNECTOR 2000 ASSOCIATION, INC., a South Carolina non- profit corporation (the “Association”), and is made and entered into as of April 1, 2011.
