On February 25, 1997, your Board approved a franchise agreement with Waste Management of Santa County (WMSCC) to implement the County’s new refuse, recycling and yardwaste collection and processing system. We are now in the third year of this very successful waste diversion and collection program and clarifications in franchise agreement language are now needed to formally accept the final component of WMSCC’s parent corporation merger with USA Waste, Inc. and add several new services and related fees to the collection program.
