, 2022 (“Effective Date”), by and between Spring Creek Investments, LLC, a Wyoming limited liability company, and Spring Creek Storage, LLC, a Wyoming limited liability company, their respective successors and assigns (collectively, “Spring Creek”), and the City of Laramie, Wyoming, a municipal corporation (the “City”). Collectively, the Spring Creek and the City are referred to from time to time herein as the “Parties.”
