This Release and Settlement Agreement (“Agreement”) is entered this th day of March, 2018, between James Laurenson, Meredith Phillips, Janice Lepore and Molly Handley (collectively, “PLAINTIFFS”) on the one hand, and Governor Lawrence J. Hogan, Douglass V. Mayer and Robert F. Windley, officers and/or employees of the State of Maryland in both their official and personal capacities, (collectively, “DEFENDANTS” or “RELEASEES”) on the other hand. PLAINTIFFS and DEFENDANTS are sometimes collectively referred to herein as the “Parties” or individually referred to as a “Party.”
