THIS SETTLEMENT AGREEMENT AND RELEASE (the “Agreement”) is made and entered into as of the day of August, 2014 by and among Joe Crystal (“Mr. Crystal” or the “Releasing Party”), and The Mayor and City Council of Baltimore (“the City”), the Baltimore City Police Department (“BPD”) (together, the “Released Parties”). The Released Parties together with the Releasing Party are referred to herein as the “Settling Parties.”
