The purpose of this Memorandum of Understanding (MOU) is to define the common understanding and operating modalities between the Ministry of Education and Training (MOET) and the United Nations Children’s Fund (UNICEF), hereafter referred to as “Parties.” Both Parties to this agreement share the goal of successful implementation of the Action Research on Mother Tongue-Based Bilingual Education, hereafter referred to as “Research,” to inform the subsequent development of an appropriate and sustainable policy for bilingual education in Viet Nam.
