MCOG was formed as a Joint Powers Agreement (JPA) in 1972 and named “Mendocino County and Cities Area Planning Council.” In 1978, the JPA was amended and the name changed to “Mendocino Council of Governments” (MCOG). MCOG’s primary function is to administer JPA duties as the Regional Transportation Planning Agency, including the Regional Transportation Plan and allocation of transportation funds.
