WHEREAS, the Board of Education of School District 89 (the “Board” or the “School District”) and Local No. 73, Service Employees international Union, (the “Union”) have voluntarily endorsed the practices and procedures of collective bargaining as a fair and orderly way of conducting the Board’s relations with its full time (10 and/or 12 month) Administrative Assistants, Secretary I, Office Clerk I, Library Clerks, and Instructional Assistants (collectively the “Employees”) insofar as such practices are appropriate to the obligation of the Board to retain the right to operate the School District in a responsible and efficient manner and are consistent with the paramount interests of the public and the students in the School District; and
