This is an individual fixed price con- tract which may be awarded to any firm not holding an NSA- LUMPSUMREP Contract, as a result of formal competitive bids, spot bids, or by negotiation for the performance of ship repair work. NSA Order No. 46 (SRM–5, Revised) sets forth the condi- tions when work may be awarded on the basis of formal competitive bids, spot bids or negotiation, therefore, fur- ther reference thereto will not be made herein.
