Bell Atlantic - Maryland, Inc. (“BA-MD”) and MGC Communications, Inc. d/b/a Mpower Communications Corp. (“Mpower”) respectfully submit for the Commission’s approval, pursuant to Sections 251 and 252 of the Telecommunications Act of 1996 (the “1996 Act”)1, the attached Interconnection Agreement dated May 17, 2000 (the “Agreement”). The Agreement provides for the interconnection of the two companies’ networks and makes available to Mpower access to unbundled network elements, wholesale telecommunications services, and ancillary services offered by BA-MD. The Agreement is an important step towards comprehensive local competition in Maryland as envisioned by the Commission’s decisions in Cases 8584 and 8587 and by Congress in the 1996 Act. BA-MD and Mpower, therefore, respectfully request that the Commission act within the 90 days specified by the 1996 Act and approve the Agreement.
