FOREST PRESERVE DISTRICT OF WILL COUNTY, an Illinois body corporate and politic, with its principal offices at 17540 W. Laraway Road, Joliet, Illinois, 60433 (hereinafter called the "FOREST PRESERVE") and the CITY OF LOCKPORT, an Illinois unit of local government, with its principal offices at 222 E. 9th Street, Lockport, IL 60441 (hereinafter called the "CITY"), each individually referred to as “PARTY”, and collectively referred to as “PARTIES”.
