WHEREAS (A) the Association has received a letter, dated May 29, 1987, from the Borrower describing the program of actions, objectives and policies designed to improve the efficiency of the industry and trade policy of Madagascar (hereinafter called the Program) and declaring the Borrower’s commitment to the execution of the Program;
