This Memorandum of Understanding (“MOU”) is entered into between Blue Ribbon Commissioner dba Voyage of Wilmington (“Voyage”), New Hanover County Schools (“Board” or “NHCS” or “District”) and New Hanover County Port City United (“NHC” or “Agency” or “NHCPCU”), duly organized, validly existing, and in good standing under the laws of the State of North Carolina, this the 1st day of July, 2023.
