(“Settlement Agreement”) is entered into by and between the Prosecution Staff for the North Coast Regional Water Quality Control Board (“Water Quality Prosecution Staff”), Prosecution Staff for the State Water Resources Control Board (“State Water Board”), Division of Water Rights, the California Department of Fish and Wildlife (“Fish and Wildlife”), and Rhys Vineyards, LLC (“Settling Respondent”) (collectively “Parties”) and is presented to the North Coast Regional Water Quality Control Board (“Regional Water Board”) and State Water Board for adoption as orders, by settlement, pursuant to Government Code section 11415.60.
