This Programmatic Agreement (Agreement) is made as of the day of 2014, by and among the National Aeronautics and Space Administration (“NASA”), the Virginia State Historic Preservation Officer (“SHPO”), and the Advisory Council on Historic Preservation (“Council”) (referred collectively herein as the “Signatories” or individually as a “Signatory”), pursuant to Section 106 of the National Historic Preservation Act of 1966, as amended (“NHPA”), 16 U.S.C. § 470f and its implementing regulations, 36 CFR Part 800.
