Zan Wesley Holmes, Jr. Community Outreach Center (“ZWHJCOC”) and the Dallas Independent School District (“District” or “DISD”) desire to partner and together utilize the facility known as Frazier House (formerly Julia C Frazier Elementary School) located at 4600 Spring Ave., Dallas, Texas 75210 for the purpose of providing educational support, skills training and social services to the community within the District’s boundaries, which serves a public purpose. ZWHJCOC and the District (together the “Parties”) enter into this Memorandum of Understanding (“MOU”) to outline the elements of their agreement, effective as of the date last executed below.
