It is recognized that an area of responsibility must be reserved so the District can serve the public effectively and efficiently. Except to the extent expressly abridged by a specific provision of the agreement, the District retains all their usual, customary and exclusive rights, decision making authorities, prerogatives and functions in management and administration of the District. Such authorities and functions are not subject to the grievance procedure.
