C. Chapter 91, by and between the Department of Natural Resources and Environmental Control ("DNREC") and African American Heritage Center of Delaware, Inc. ("Brownfields Developer"), 900 N. Pine Street, Suite 1, Wilmington, DE 19801 with a mailing address at P.O. Box 26075, Wilmington, DE 19899.
