The City of Durham desires to offer an interactive voice response (IVR) system which would provide outgoing automated calls as well as acceptance of debit/credit card and e-check payments from utility customers and citizens over the phone. The City also intends to implement web-based electronic enhancements to the utility billing system, including but not limited to paperless billing, expanded web payment options, text and e-mail messaging to customers, and payment by mobile device.
