This Agreement entered into by the City of Saint Paul, hereinafter referred to as the Employer, and Local Union 1842, affiliated with Council 5 and the American Federation of State, County, and Municipal Employees, AFL-CIO, hereinafter referred to as the Union, has as its purpose the promotion of harmonious relations between the Employer and the Union, the establishment of an equitable and peaceful procedure for the resolution of differences, the establishment of rates of pay, hours of work, and other conditions of employment.
