THIS RIDER AGREEMENT (hereinafter “Agreement”) is made, on the date of its execution by the County, between Winbourne Consulting, LLC (“Contractor”), a Virginia company authorized to transact business in the Commonwealth of Virginia, and the County Board of Arlington County, Virginia (“County”).
