This Agreement for Joint Working establishes a framework for co-operation between the Local Planning Authorities with respect to strategic planning and development issues. Local Planning Authorities are required by law through the Duty to Co-operate to engage constructively and actively on an on-going basis on planning matters that impact on more than one local planning area. The duty is further amplified in the National Planning Policy Framework (NPPF) which sets out the key strategic priorities that should be addressed jointly. For the purposes of clarity strategic priorities are as defined in the NPPF (paragraph 156). However, if all the Local Planning Authorities agree, other items maybe considered as strategic issues where relevant.
