undersigned THE CONSTRUCTORS’ LABOR COUNCIL OF WEST VIRGINIA, INC. representing the members thereof doing business in all Counties within the State of West Virginia (hereafter referred to as “Employer Association” or “CLC”) and the undersigned KEYSTONE + MOUNTAIN + LAKES REGIONAL COUNCIL OF CARPENTERS WEST VIRGINIA, Carpenter Local Nos. 423, 432, 436, and 439, Millwright Local No. 443, Pittsburgh Piledriver Local No. 441, and the INDIANA KENTUCKY OHIO REGIONAL COUNCIL MILLWRIGHT LOCAL 1090 and successors (hereinafter referred to collectively as "Union") to cover all Highway construction work performed by the aforesaid contractors in all Counties within the State of West Virginia;
