The Employer and the Union each agree that the purpose and the intent of this Agreement to promote co-operation and harmony; to recognize mutual interests; to provide for quality and quantity of service to clients, Members and the public; to increase productivity; to establish and maintain a satisfactory procedure to cover the settlement of differences arising out of this Agreement; to promote efficiency and service; and to set forth those working conditions which have been negotiated.
