This Overview was prepared to facilitate the reader’s understanding of the ConnectTM Health Information Exchange Agreement or “CHIEA”, and to place the CHIEA into an appropriate context. CHIEA is a comprehensive agreement that creates a legal framework using existing law for the electronic exchange of health data among participants in the Health industry using the ConnectTM platform (“Participants”). The CHIEA uses the underlying foundational principles of the Data Use and Reciprocal Support Agreement or DURSA, which was first executed by a number of Federal agencies and non-Federal organizations beginning in November 2009.
