State of Montana, Montana Lottery, hereinafter referred to as the "Employer " and the Montana Federation of Lottery Employees Local #8518 of the Montana Federation of Public Employees hereinafter referred to as the "Federation". It is the intent and purpose of this Agreement to assure sound and mutually beneficial working relationships between the Employer and the Federation, to provide an orderly and peaceful means of resolving grievances, to prevent interruption of work and interference with efficient operation of the facility, and to set forth herein a basic and complete agreement between the parties concerning terms and conditions of employment which are not otherwise mandated by statute. Both parties hereto recognize the Employer’s need for continuous and reliable service to the public.
