This Memorandum of Agreement (MOA) constitutes a mutual recommendation to be submitted to the Directors of the Ventura County In-Home Supportive Services Public Authority, (hereinafter referred to as the “Authority”) and the Service Employees International Union, Local 6434, (hereinafter referred to as SEIU Local 6434). It is agreed that this MOA shall not be binding upon the parties - either in whole or in part - unless and until approved by Local 6434 and subsequently, by the Directors of the Authority.
