The National Earth Satellite Service (NESS), of the National Oceanic and Atmospheric Administration (NIOAA) [hereinafter referred to as the operator, the operator of the Synchronous Meteorological Satellite (SMS), the Geostationary Operational Environmental Satellite (GOES) and the Command and Data Acquisition (CDA) Stations and the Ministere de l'Environnement, Gouvernement du Quebec, (hereinafter referred to as the user, the provider of Data Collection' Platforms and the user of the data collected agree on the "Joint Understanding" below and agree to fulfill the undertakings specified.
