Menimbang : a. bahwa di New York, Amerika Serikat, pada tanggal 27 september 1999 Pemerintah Republik Indonesia telah menandatangani Agreement between the Government of the Republic of Indonesia and the Government of the Republic of Seychelles for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to Taxes on Income, sebagai hasil perundingan antara Delegasi-delagasi Pemerintah Republik Indonesia dan Pemerintah Republik Seychelles;
