THIS AGREEMENT is made and entered into on the last date of signature below, by and between the County of DeKalb, Illinois, a local government body, (hereinafter referred to as "the County"), the Voluntary Action Center of Northern Illinois, an Illinois Not-For-Profit Corporation (hereinafter referred to as "VAC"), and First National Bank of Omaha (hereinafter referred to as "Lender").
