Whereas, the Government of the United States of America and the Government of the Federative Republic of Brazil (each, a “Party,” and together, the “Parties”) have entered into the Agreement between the Government of the United States of America and the Government of the Federative Republic of Brazil for the Exchange of Information Relating to Taxes, signed at Brasilia on March 20, 2007 (the “TIEA”) and desire to conclude an agreement to improve international tax compliance through mutual assistance in tax matters based on an effective infrastructure for the automatic exchange of information;
