The Employer recognizes Local of the Canadian Union of Public Employees as the sole and exclusive bargaining agent for all employees of the Metropolitan Toronto Housing Authority save and except for those employees covered by subsisting Collective Agreements and those persons who are not employees within the meaning of Clause of of Section of The Crown Employees Collective Bargaining Act.
