This Charter for DeKalb Preparatory Academy (“Charter”) is entered into by and between DeKalb Preparatory Academy, Inc. (“Petitioner”), the DeKalb County Board of Education (“Local Board”) and the State Board of Education (“State Board”) (collectively referred to as “the parties”).
