The Built to Learn (BTL) Act was enacted into law in 2020 but did not become effective until February 12, 2021. BTL authorized the Maryland Stadium Authority (MSA) to issue bonds for school construction projects over the next ten years up to $2.2 Billion Dollars. The language in the BTL law approved set percentages of the total for six local education authorities’ (LEA), created separate private‐public partnership funding for Prince Georges County and established that the remaining 17 LEAs’ would split 11.5% of the funding. Charles County is part of the pool of 17 LEA’s and CCPS will receive $25,355,517.00 in funding through MSA.
