This upgrade and improvement scope of work will utilize both public ESSER funding and capital borrowing by use of the utility savings determined from this project development and design scope of work. At completion of this development phase we will provide a technical proposal with energy savings analysis, description of current equipment and upgrades, preliminary design requirements of the upgrades for external agencies review, results from solicitation of lender partner, and a financial projection of annual debt service costs paid for from annual utility savings.
