The purpose of this memorandum is to seek approval for the Mayor to enter into a pre-development agreement with Blackrock Properties, Inc. in consideration of its desire to construct a minimum of 50,000 square feet of new retail, service and office space, located on a 10-acre site, at the northwest corner of the “Five Points” intersection (see attached location exhibit). The developer envisions a combination of hotel, restaurant, shopping center, and outlot retail development on the site, as generally portrayed in the attached conceptual site plan. The agreement would provide the developer with assurances of future City assistance that are necessary to complete a planned purchase of the property. Under the terms of the development agreement, detailed development plans would be prepared at a future date for City review and approval. Special Use Permit approval would also be necessary for the shopping center component of the project.
