made by and between the County of El Paso, a political subdivision of the State of Texas (“COUNTY”), duly acting herein by and through the El Paso County Commissioners Court (“Commissioners Court”) and City of Socorro, TEXAS (hereafter referred to as the “CITY”), a Texas Municipal Corporation, duly acting herein by and through its CITY Council. COUNTY and CITY may be referred to singularly as a “Party” or collectively as “Parties.” The Parties agree to all the recitals, terms, conditions and representations contained in this Grant Agreement. This Grant Agreement is made pursuant to Chapter 791 of the Texas Government Code.
